INTRODUCTION
To properly address global environmental issues such as climate change, we require global cooperation. However, far too many developing countries lack the economic, infrastructure, and technical capacity to address these issues; as a result, if international environmental agreements to prevent or mitigate these issues are to be successful, developing countries must be treated differently.
This paper addresses a very contemporary, cutting-edge, and contentious issue that is critical to international environmental law and its effectiveness in maintaining a livable planet.
In an attempt to move beyond words to action, this book examines global environmental issues through the lens of increasing the involvement of poor countries in their resolution.
How can they be best integrated into international environmental regulation and moved along the path of sustainable development? The notion is that the recent trend of employing incentives to boost developing country involvement in international environmental agreements—in effect, offering them differentiated treatment—must continue and become part of the framework of international environment.
