CHAPTER ONE INTRODUCTION
1.1 BACKGROUND OF THE STUDY
The Nigerian Armed Forces were established to safeguard Nigeria from external aggressors, and commentators note that the forces have done so honourably since their inception. Analysts, on the other hand,
emphasise the need for the government to offer a proper working environment, particularly in terms of decent housing for the military, in order to aid its attempts to ensure quality service delivery (Adeniyi, 2004).
Most of the armed services’ barracks are currently in a state of disrepair across the country, and numerous personnel are not quartered in barracks. This is not to say that the Federal Government of Nigeria has ignored the military forces’ accommodation needs,
as it has begun certain interventionist efforts to protect the soldiers’ well-being. Former President Olusegun Obasanjo, for example, established the Presidential Committee on Barracks Rehabilitation (PCBR) in 2001 to oversee efforts to renovate military barracks throughout the country (Vanguard, 2011).
Housing has been recognised as a basic necessity of existence, alongside air, food, and clothes (Okpala, 1985). Its primary role is to protect man from the elements and to provide some security from marauders. One of the primary issues confronting the Nigerian military is housing.
Housing has been a common problem in all government parastatals in Nigeria due to high levels of corruption and misappropriation of budgeted monies, as well as inadequate execution of military housing policy (Adeniyi, 2004). Various federal and state administrations have made efforts in the past to improve the living condition in military barracks.
The low-income segment, which includes the majority of soldiers, is the hardest hurt by the housing crisis. Despite different government initiatives, the housing crisis remains since supply falls far short of housing needs (Ogunshakin and Olayiwola, 1992).
Because of the dictatorial nature of the profession, housing initiatives aimed at low-income troops generally wind up with the wealthier senior officers.
Despite yearly budgets of billions for barracks maintenance, military barracks around the country are in desperate need of rehabilitation and, in many cases, lack adequate accommodation for soldiers (Daily Trust, 18th March 2015). According to Daily Trust (2015), military barracks in Lagos, Kaduna, Kano, Bauchi, and other places have several buildings in disrepair, with damaged doors, windows, and leaking roofs.
1.2 STATEMENT OF THE PROBLEM
Inadequate housing and accommodation for military troops is primarily a crisis scenario that manifests and expresses itself in numeric and qualitative aspects. Congestion, unsanitary facilities, excessive concentrations, and a lack of organisation all contribute to harrowing experiences shared by the vast majority of military people.
This problem’s spatial product is not simply the quick appearance and deployment of an environmental concern in Nigerian military barracks. However, the researcher is assessing the issue of insufficient military lodging, with a particular focus on the Nigerian Army.
1.3 OBJECTIVES OF THE STUDY
The following are the study’s objectives:
To investigate the issue of insufficient military accommodation in Nigeria.
To assess the extent of government commitment to providing adequate housing for Nigerian Army soldiers.
To identify the factors impeding the supply of adequate housing for Nigerian Army soldiers.
1.4 RESEARCH QUESTIONS
Is there a problem with military troops not having enough places to stay in Nigeria?
What is the government’s degree of commitment to providing enough housing for Nigerian Army personnel?
What are the obstacles impeding the supply of adequate housing for Nigerian Army personnel?
1.6 SIGNIFICANCE OF THE STUDY
The following are the study’s implications:
The findings of this study will educate the Nigerian government, Nigerian Army authorities, and the general public about the problem of insufficient housing and accommodation for Nigerian Army soldiers, with the goal of suggesting solutions.
This research will also serve as a resource base for other academics and researchers interested in conducting additional research in this sector in the future, and if implemented, will go so far as to provide new explanations for the topic.
1.7 SCOPE AND LIMITATIONS OF THE STUDY
This study will look at the state of accommodation facilities in Nigerian Army barracks around the country to assess the problem of insufficient lodging for military personnel.
1.8 STUDY LIMITATIONS
Financial constraint- A lack of funds tends to restrict the researcher’s efficiency in locating relevant materials, literature, or information, as well as in the data collection procedure (internet, questionnaire, and interview).
Time constraint- The researcher will conduct this investigation alongside other academic activities. As a result, the amount of time spent on research will be reduced.
