INTRODUCTION
1.1 BACKGROUND OF THE STUDY
The phrase “federalism” as implemented in Nigeria falls far short of the global criteria for true federalism, and this has had an impact on the viability of the Nigerian state. As the nation’s understanding of its ethnic, religious, political, and corporative variety grows, the genesis and structure of Nigeria’s federalist claims must be re-examined and re-directed for the better.
When we discuss true federalism, we will be discussing strategies to boost Nigeria’s economic development. True federalism unifies and links all citizens of the country together with the primary goal of inciting competitiveness in revenue production through discourse.
However, the overall goals of true federalism in Nigeria can only be realised when those in government are given free responsibilities in decision making and policy creation.
Federalism as implemented in Nigeria has been characterised as a prey-predator relationship, with state governments serving as the prey and the federal government serving as the predator. In this type of partnership, the federal government of Nigeria (predator) pursues and squeezes the Nigerian state governments (prey).
According to Deniel, who published his paper in 2002, Nigeria’s federal formation and structure is a complete abnormality.
Federalism in Nigeria, for example, may be the result of historical, economic, political, social, and cultural reasons; this component may also be constitutional in nature.
The Nigeria constitution as of 1999 contains a couple of citations in both the second and fourth schedules on the tax power of both the Nigerian federal, state, and local governments, as well as the Nigeria major revenue generation and allocation system and the continuous management of general public funds in Nigeria.
For more than three decades, the ongoing concerns of income generation and money allocation have sparked more controversy and dialogue than the practice of federalism, resource management, and control.
Take, for example, the Niger delta region, particularly Bayelsa state; this region is one of the largest contributors to the Nigerian economy due to its rich mineral resources, but most allocations due to the people of Bayelsa are not properly received by both the state and the local government of Bayelsa. In this regard, the researcher desires to select Bayelsa as the case study for the research project.
1.2 STATEMENT OF THE PROBLEM
Concerning the subject of federalism practice in Nigeria, the term federalism is usually understood as the interaction between the different levels of government.
The issue is more noticeable in the Nigeria delta region, particularly Bayelsa state. When compared to other states, the people of Bayelsa state have long suffered from revenue allocation.
The oil industry is a key contributor to the Nigerian economy. The Niger Delta region of Nigeria generates around 60% of the federal government’s earnings, yet fund and revenue allocation in this region is quite bad. This issue has caused numerous crises in Nigeria, impeding the country’s socioeconomic growth.
1.3 GOALS AND OBJECTIVES OF THE STUDY
The purpose of this research is to look into the impact of federalism on the viability of Nigerian states. The following are the precise goals of the research work:
To investigate the impact of federalism on the socioeconomic growth of Nigerian states.
to look into how federalism affects the people of Bayelsa state
To identify the factors that influence the realisation of true federalism.
To investigate the role of Nigeria’s federal government in the establishment of real federalism in Nigeria.
To investigate the relationship between federalism and Nigerian state viability.
To give recommendations for additional federalism study.
1.4 RESEARCH QUESTION
In order to determine the purpose of the research, the following research questions were developed:
What impact does federalism have on the socioeconomic growth of Nigeria’s states?
What impact does federalism have on the inhabitants of Bayelsa state?
What factors influence the realisation of true federalism?
What are the functions of the Nigerian federal government in the development of real federalism in Nigeria?
Is there a link between federalism and the viability of the Nigerian state?
1.5RESEARCH HYPOTHESIS
HO: There is no significant association between federalism and Nigerian state sustainability.
H1: There is a strong link between federalism and the viability of Nigerian states.
1.6 THE SIGNIFICANCE OF THE STUDY
The study of federalism and the sustainability of Nigeria states will be extremely beneficial to the three tiers of government, the general public, the private sector, the people of Bayelsa state, students, and other scholars interested in conducting research on comparable topics.
1.7 SCOPE OF THE STUDY
From past governments to the current administration, the study of federalism and the sustainability of Nigerian states has been limited to Bayelsa state.
1.8 LIMITATIONS OF THE STUDY
Financial constraint- Inadequate funding tends to hamper the researcher’s efficiency in locating relevant materials, literature, or information, as well as in the data gathering procedure.
Time constraint- The researcher will conduct this investigation alongside other academic activities. As a result, the amount of time spent on research will be reduced.
1.9 DEFINITION OF TERMS :
FEDERALISM: Federalism is defined as the federal principle or governance system.
VIABILITY: is simply the ability of the state, according to the study, to maintain and regain its potentials.
