CHAPITRE ONE
INTRODUCTION
1.1 Background of The Study
The importance of human capital development and the influence of information and communication technology (ICT) in Nigeria cannot be overstated. It is without a doubt unmistakable.
Man’s presence on Earth is to expand in all fields of human endeavour, including both the management of current resources and the production of new ones. Man is an adventurer by nature, and as such, he will always strive to achieve.
Manpower development is one of the various methods he (man) has thrived to enhance his surroundings and improve his environment and other types of living. As days turn into weeks, weeks into months, months into years, and so on, man’s methods of survival and development change.
For example, in his earliest form, man accomplished much of his personal and collective work in a rudimentary manner. However, as he progressed, he abandoned the idea of completing the majority of his labour alone and incorporated machines. These support man’s efforts to succeed.
In accordance with this concept, man created the earliest versions of calculating machines known as “Abacus,” and eventually adding machines such as calculators, computers, and a slew of others evolved with the sole purpose of assisting man in developing himself and his environment. This will allow him to attain industrial expansion and other sorts of human development.
The necessity for manpower development in any civilization, such as ours, is to encourage the development of the state (society in general) in sectors such as agriculture, community service, socioeconomic services, and so on. According to Elom and Chukwuanukwu (2006: 24),
In any country, the importance of human resource development (capacity building) cannot be overstated. It is no surprise that there is a proliferation of higher institutions of learning in Nigeria today that give opportunities and facilities for the training of the Nigerian workforce… personnel development and training helps to strengthen a nation’s economic and political position.
These goals have never been achieved in Nigeria without some flaws. In accordance with this, studying the relationship between manpower development and the influence of Information and Communication Technology (ICT) in Nigeria is critical for a country like Nigeria to succeed in her goal for manpower development.
According to Ndolo (2006:1) on the importance of communication in human existence, “… every growth, survival, and continuity depends on, among other things, a system of communication,
through which people can exchange ideas and feelings.” The communication system served as the foundation for all other systems, which came to rely on it for effectiveness.”
As a result, the researchers will not focus solely on the role of ICT and communication in the development of manpower in Nigeria, particularly in Enugu North Local Government Area.
1.2 Statement of Research Problems
The advent of Information and Communication Technology (ICT) has transformed how people contribute to the development of various workforces, particularly those concerned with human and material development, for simple manpower expansion.
However, there has been a constant disagreement among the public that ICT has not contributed enough to personnel development, but some say that ICT has done enough to stimulate how manpower is created in our society today.
The appropriate application of statistical tools required for this study will establish whether the two viewpoints held by these persons are to be accepted differently or collectively.
Also examined will be the role of information and communication technology in our society, as well as the barriers to manpower development, particularly in Enugu North L.G.A.
This will help to determine whether the application of ICT is required for manpower development in areas such as skill acquisition, industrial development, human resource management, and a variety of others in Enugu North L.G.A.
1.3 Objectives of The Study
The study’s main goal is to determine the following factors.
i. To ascertain whether information and communication technology (ICT) has a favourable impact on Nigerian manpower development.
ii. To examine whether manpower development has used ICT effectively in its operations in Enugu North L.G.A.
iii. To determine whether computer illiteracy is a barrier to manpower growth in Nigeria.
iv. To find out if people in Enugu North L.G.A use ICT for their socio-political and economic well-being.
v. Determine if ICT has been used effectively in the overall development of Enugu State in particular and Nigeria in general.
vi. To ascertain whether poverty has contributed to Nigeria’s poor use of ICT for workforce development.
vii. To propose recommendations for additional research on the subject of study and policy formation by our captains of industry at both the federal and state levels.
1.4 Significance of the Research
The primary goal of this research is to determine how information and communication technology has aided in the overall growth of manpower in Nigeria, and specifically in Enugu state.
The study will also benefit students from higher institutions, colleges of education, vocational and technical schools, and others who seek to gain skills through the use of information and communication technology in some way.
Furthermore, this study will help both labour employers and their employees in Nigeria regarding the importance of ICT in manpower development. The study will help Enugu State Government and the Federal Government formulate policies and implement programmes that will encourage appropriate use of ICT for manpower development at the federal, state, and local government levels.
This research will help to enhance the sociopolitical and economic well-being of the masses who recognise the importance of ICT in human resource development in our society.
1.5 Research Questions
The following research questions were posed by the researchers. They are as follows:
1. Is there a good impact of information and communication technology on manpower development in Nigeria?
2. Is information and communication technology being used effectively for workforce development in Enugu North L.G.A?
3. Is computer illiteracy a hindrance to Nigeria’s human resource development?
4. Have Enugu North L.G.A residents embraced ICT for their sociopolitical and economic well-being?
1.6 Definition of Terms
The primary terms that comprised the study’s issue were conceptually and operationally defined. They are as follows:
Impact
The degree to which someone or something is involved in a situation or an activity. The impact of something on something.
The actual function or role of ICT in workforce development in Nigeria in general, and Enugu North L.G.A in particular.
ICT (Information and Communication Technology)
The study, design, implementation, support, or management of computer-based information systems, notably software and computer hardware.
The term “operational” refers to the software and hardware electronic equipment utilised in manpower development both within and outside Enugu North Local Government Area.
Human Resource Development
The development and professional advancement of individuals required to accomplish a specific job.
The use of computers and other electronic devices to gather and communicate information on how to effectively improve manpower in Enugu state in particular, and Nigeria in general.
1.7 Scope and Limitations of the Study
This study attempts to examine all aspects of our national life that include human resource development. Academic institutions, financial institutions, medical, labour and productivity, and a variety of other fields fall within this category.
Furthermore, the study will focus on ICT such as computer applications, the internet, e-commerce, and so on. It will also address how industries train and retrain their employees for proper skill and professionalism in personnel at the state and federal levels.
The following are some of the study’s limitations:
1. Limited Time: Because the time required to complete this investigation was too short, the researchers faced numerous problems. This compelled the researchers to make the most of the study’s allotted time.
2. The lack of basic infrastructure, such as a strong road network, electricity, and communication networks, was a major obstacle during this study.
3. Lack of Funding: The researchers did not have enough money to buy the research gear they needed for the investigation.
Despite these limits, the researchers attempted to use the available research instruments in order to be objective in the study.
1.8 Assumptions
The following assumptions were made by the researchers based on the study’s aims, research questions, and hypotheses.
1. It is assumed that information and communication technology has a significant impact on Nigerian manpower development.
2. That information and communication technology has been used to enhance manpower in Enugu state, particularly in Enugu North L.G.A.
3. It is thought that computer illiteracy is a concern in Nigerian manpower development.
4. That people of Enugu North Local Government Area embraced ICT for their sociopolitical and economic well-being.
5. According to the experts, poverty has been the bane of poor use of ICT for workforce development in Enugu state and beyond.
6. The researchers also expected that most hypotheses would be confirmed if both empirical and statistical data were used.
CHAPTER ONE INTRODUCTION

It is impossible to overstate the importance of the relationship between manpower development and the influence of Information and Communication Technology (ICT) in Nigeria.
