Abstract
Intergovernmental relations refers to the interactions between the federal, central, or national government and the sub-national units (such as provinces, regions, or states) in a country with a federal administrative structure.
These interactions are explicitly defined in the constitution. This initiative aims to foster tranquilly and concord among the tiers of governance, namely the federal, state, and municipal governments, in order to facilitate the development of a collaborative rather than adversarial federation, and to address the issue of poverty in both rural and urban areas.
Chapter one of this research work focuses on discussing the background and rationale for the study, stating the problem, and outlining the objectives. The primary objective is to ascertain the prevalence of constitutional provisions for local governments and their relations with the central government.
Additionally, the study aims to determine the current structure and pattern of intergovernmental relations. The literature review will focus on the works of Bello-Imam (1966) and Wright (1974).
This is done in order to examine pertinent and interconnected literature pertaining to the subject being investigated. The work was analysed using system theory.
The study’s scope and limitations were further elaborated upon. Chapter two discusses the constitutional framework for the establishment of local governments in Nigeria and their diverse functions at the local level.
Chapter three examines the comparative and cooperative interaction between the local government and other levels of government, such as the state and federal government.
In Chapter four, we address the autonomy of generative income, the authority of local councils, and the decision-making power of the local government as outlined in the constitution. Chapter five, the final chapter, encompasses the summary of findings, conclusion, and recommendation.
This research aims to enhance our understanding of intergovernmental relations and the performance of local governments in Nigeria, with a specific focus on the performance of Ngor-Okpala local government area. It will serve as a valuable reference for students, practitioners, and researchers studying different aspects of intergovernmental dynamics.
