ABSTRACT

The study focuses on the information technology abilities required of a secretary for optimal job performance in the Imo State civil service. This research was conducted to evaluate the abilities required for efficient secretarial job performance.

Secretaries/office technology managers in today’s office/business cannot achieve a reasonable percentage of organisational objectives unless they have adequate knowledge, experience, and skills to operate

and manipulate ICT machines and devices that ensure accuracy, efficiency, standardisation, and increased secretarial productivity. In light of this, this study also investigated the following concepts: information, communication, technology, information, and

Communication technology, ICT difficulties, and office technology secretaries’ uses. The research concludes that the Imo State government should organise extensive and professional training for secretaries on the usage of information communication technology equipment. The government should also make provisions for this equipment.

And recommendations were made that in order for office technology and secretaries to perform credibly and achieve organisational goals, they must acquire the necessary skills, knowledge, and experiences that will allow them to handle various ICT machines, equipment, and devices efficiently and effectively while performing secretarial and office functions.

INTRODUCTION

1.1 Background Study.

Initially, the secretarial profession was limited to typing, writing, and transcribing shorthand. However, it has progressed much beyond this, involving functions such as information sorting and retrieval, information transmission, and so on using manual electronic equipment.

A secretary assists an executive by demonstrating initiative, exercising judgement, and making decisions within the extent of his or her authority. The secretary also handles other office duties and makes and implements decisions on behalf of his or her organisation.

However, due to the aforementioned information communication technology, there are concerns concerning the secretary’s future in this field.

The term “information communication technology” was first widely used in 1981 to describe the equipment and systems that were being introduced in both the private and public sectors to create, store, and distribute information; since then, the term has been reduced to (I.C.T.).

Modern technology is distinguished by its ability to cope with information in one form or another. The trend has been to use methods of interconnecting different types of equipment in order to integrate their operations and manage them effectively. The definition of “ICT” is based on modern technology, which provides a useful description of how computers process information.

Information communication technology is defined as the broadly based technology required to support information systems, which many people today refer to as computer equipment

and which helps to increase profit margins and improve planning and organisation by utilising very fast, accurate, and flexible devices in business society. Many individuals believe that efficiency in the workplace is an important aspect in an organization’s well-being since it influences production.

1.2 Statement of the Problems

A competent secretary’s job entails much more than simply accepting calls and manually organising files. This is because the duties of a professional secretary include those of a computer operator. Secretaries are responsible for a variety of administrative and clerical chores required to keep a business running properly and successfully.

Some responsibilities include functioning as an office information manager, organising and scheduling meetings or appointments, conserving paper and computer files, managing projects, making travel arrangements, and disseminating information via telephone, mail, and e-mail. As a result, the demand for secretaries with information technology abilities has increased, prompting the research.

1.3 OBJECTIVE OF STUDY

The purpose of this study is to investigate the information skills required of a secretary for optimal job performance in the Imo State civil service system. The precise aims include:

i. Investigate the shifting functions of the secretary in the ICT era.

ii. To explore the importance of information technology abilities in the job performance of a secretary.

iii. To highlight the issues faced by the rise of ICT for a secretary.

2. What good and bad effects does information communication technology have on the duties of secretaries?

3. What are the challenges and potential for a secretary in the information and communication technology era?

1.5 Significance of the Study

The study’s significance stems from the researcher’s recognition of the importance of information technology skills in improving the effective job performance of secretaries in the Imo State civil service system, as well as the researcher’s recognition of the prospects of a secretary in information communication technology.

This research will be important assets to government policymakers in terms of privatisation and contributing to the effective advancement of secretaries in information and communication technology.
